Digital Transformation to Create New Value

The delegates honestly assessed the situation of digital transformation and implemented Scheme 06; shared good experiences and quarterly lessons, especially in implementing online public services and proposed many practical solutions to promote the national digital transformation program.

The nationwide online conference and the 5th meeting of the National Committee and the Working Group to implement the Government's Scheme 06 on the development of population data, identification and electronic authentication for the national trade union in the period 2022-2025, with a vision to 2030 will take place on February 25/2. Prime Minister, Mr. Pham Minh Chinh is leading the conference. Deputy Secretary of the Provincial Party Committee, Chairman of Provincial People's Committee, Mr. Nguyen Van Phuong attended the meeting at Thien Hue office.

Take the shortcut, take up the head

Information at the conference, in 2022, the digital transformation program achieved a number of results in terms of awareness and action; perfecting institutions, mechanisms and policies, creating a favorable legal environment; developing digital infrastructure, digital platforms, national databases, especially the national population database; online public services; information safety and security; developing digital transformation human resources; developing the digital economy and society, especially electronic tax payment, electronic invoicing, e-commerce, non-cash payment.

At the conference, delegates objectively and frankly pointed out the outstanding results, shortcomings, limitations and bottlenecks in the  digital transformation process.

Accordingly, some agencies, units, localities, and many businesses have not properly identified the position, role, and value that the digital transformation brings; are not ready for the digital transformation process and have not spent commensurate resources for digital transformation; or carry out digital transformation but not effective and practical enough for people and businesses.

In addition, awareness, understanding and skills of the majority of people are still limited, especially in remote and ethnic minority areas. High-tech crime is increasingly sophisticated and on the rise; ensuring information safety and security is more and more difficult and complicated.

2023 is the year of "Creating and exploiting data to create new value" with the key task of digitizing, building, connecting and sharing data among ministries, sectors and localities; protecting personal data; exploiting and using data to better serve people and businesses.

In the first two months of 2023, the digital transformation program continued to be promoted. Online public services connecting the national database of the population continuously achieve positive results. More than 177 million dossiers have been processed on the National Public Service Portal, an increase of over 23 million compared to the end of 2022; successfully piloted 2 public services in connection with birth registration - permanent residence - health insurance card for children under 6 years old and death registration - permanent residence registration - funeral allowance…

Prime Minister Pham Minh Chinh said that digital transformation is a trend, which has been promoted on a global scale. At the same time, emphasizing, Vietnam's digital transformation must have a mindset of shortcut, ahead, forward, and breakthrough development; grasp the view that data is a precious resource of the country that needs to be exploited and promoted to become a source and driving force for development in the digital era, people need to see and enjoy specific results of digital transformation.

To succeed in digital transformation must focus the resources

Multiple resources are needed for digital transformation

Starting with the trend, the digital transformation process of the province over the years has many variables. The province has shared problems, initiatives and ways of doing digital transformation through the Digital Transformation Week over the years and  develops essential infrastructure to meet the requirements of implementing e-government and smart city services.

Currently, the information technology infrastructure in state agencies in Thua Thien Hue is invested synchronously, the wide area network is connected to 100% of commune level through the data transmission network in the Party and State agencies;  the data center is invested in deploying systems to serve the government and  provide public services to organizations and individuals. Application development platform, integration platform, inter-general sharing (LSGP) has connected to the national inter-general sharing (NGSP) integrated platform.

According to the Department of Information and Communications, the province has put into use 73 shared and specialized databases; implemented a system of digitizing shared data throughout the province, digitizing data for the implementation of online public services (DVC) and smart city services. Data related to health, education, culture, tourism, labor, invalids and social affairs, information and communication... is also digitized.

In particular, the success from the Hue-S platform has created a remarkable highlight. From the success of the service reflecting the original scene, Hue-S has been expanded to now, integrating more smart city services and digital government, including services: warning notice, education and training, anti-tornado, anti-epidemic, taxi, essential services, health and care, transportation, tourism services, environment, resources, land planning...

In addition, at the end of December 12/2010, 11 items of GISHue project were officially put into use. Developing integrated digital map service on Hue-S digital platform; researching and integrating Map4D digital map platform. In 2020, the Department of Information and Communications invested in building a Smart City Services Portal, which is a place to communicate and connect with other information systems to create a service system (services/API).

Assessing the difficulties, provincial leaders said that the funding for the implementation of digital transformation activities has not met the needs of the province. Therefore, it is necessary to continue and further strengthen the support of resources from central agencies for local digital transformation activities.

Concluding the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the conference, assigned the Ministry of Information and Communications, the Ministry of Public Security, and the Government Office to receive the maximum number of comments to complete and soon submit a report of the Prime Minister's conclusion.
