Hue City, a Centrally Governed City with 9 District-Level Administrative Units and 133 Commune-Level Administrative Units

On November 30, the National Assembly issued Resolution No. 175/2024/QH15 on the establishment of Hue City as a centrally governed municipality (Resolution 175). Concurrently, the Standing Committee of the National Assembly (SCNA) promulgated Resolution No. 1314/NQ-UBTVQH15 on the arrangement of district- and commune-level administrative units in Hue City for the period 2023-2025 (Resolution 1314). Both resolutions take effect on January 1, 2025.

According to Resolution 175, the National Assembly decided to establish Hue City as a centrally governed municipality, covering the entire natural area of 4,947.11 square kilometers and a population of 1,236,393 from Thua Thien Hue Province.

On the morning of November 30, the National Assembly passed the resolution establishing Hue City as a centrally governed municipality.

Furthermore, agencies, organizations, and units named after Thua Thien Hue Province will be renamed to reflect "Hue City" upon the resolution's effective date. The Government, the People’s Council (PC), and the People’s Committee (PCo) of Thua Thien Hue Province (which will be referred to as Hue City PC and PCo after the resolution takes effect) and other relevant agencies and organizations are tasked with implementing the resolution, restructuring local administrative organizations, and ensuring social and economic development, defense, and security.

Should a district PC in Hue City lack two-thirds of the elected members as stipulated in Article 46(1)(a) of the Law on Local Government Organization, the SCNA will appoint an Acting Chairman of the district PC, as recommended by the Hue City PC, to fulfill responsibilities per Article 138(3) of the Law. The Hue City PCo is authorized to appoint acting chairpersons and establish temporary district PCs and their specialized departments, which will function until the district PCs for the 2026-2031 term are constituted.

As of the resolution’s effective date, in addition to policies for centrally governed municipalities, specific mechanisms and policies for Thua Thien Hue Province will continue to apply in Hue City until their expiry or until further decisions are made by authorized agencies.

Administrative Units in Hue City

Hue City will have 9 district-level administrative units and 133 commune-level administrative units.

According to Resolution 1314, adjustments will be made to commune-level administrative units within Hue City, Thua Thien Hue Province, as a foundation for forming districts under the newly established Hue City.

  • Long Ho Ward will be established by merging the entirety of Huong Tho Commune and Huong Ho Ward.
  • Thuan An Ward will be formed by merging Hai Duong Commune and Thuan An Ward.
  • Duong No Ward will be established by merging Phu Duong, Phu Mau, and Phu Thanh Communes.
  • Thuy Bang Ward will consist of the entire area of Thuy Bang Commune.
  • Huong Phong Ward will encompass the entire area of Huong Phong Commune.

For district-level administrative units:

  • Phu Xuan District will be established, comprising parts of the natural area and population of Hue City, including 13 wards: An Hoa, Dong Ba, Gia Hoi, Huong An, Huong Long, Huong So, Huong Vinh, Kim Long, Long Ho, Phu Hau, Tay Loc, Thuan Hoa, and Thuan Loc.
  • Thuan Hoa District will be established with 19 wards: An Cuu, An Dong, An Tay, Duong No, Huong Phong, Phu Hoi, Phu Nhuan, Phu Thuong, Phuong Duc, Phuoc Vinh, Thuan An, Thuy Bang, Thuy Bieu, Thuy Van, Thuy Xuan, Truong An, Vinh Ninh, Vy Da, and Xuan Phu.
  • Phong Dien Town will be established, encompassing the natural area and population of Phong Dien District, with 12 commune-level administrative units (6 wards and 6 communes).

Other restructuring includes:

  • Phu Loc District will merge the entirety of Nam Dong District, increasing its administrative units to 27 (4 towns and 23 communes).
  • New judicial and procuratorial institutions will replace existing ones, aligned with the administrative restructuring.

Upon implementation, Hue City will consist of 4 districts, 3 towns, and 2 urban districts, with 133 commune-level administrative units, including 48 wards, 78 communes, and 7 towns.
