Announcement of the National Assembly Resolution on Hue becoming a Centrally Governed City

On the evening of December 29, at the historic Ngo Mon Square, Thua Thien Hue Province solemnly held a ceremony to announce the National Assembly Resolution establishing Hue City as a centrally governed municipality and the Standing Committee of the National Assembly's Resolution on the reorganization of district- and commune-level administrative units of Hue City

Attending the event and presenting the National Assembly Resolutions was Mr.Tran Thanh Man, Politburo Member and Chairman of the National Assembly of the Socialist Republic of Vietnam.

During the ceremony, Chairman Tran Thanh Man presented Resolution 175 of the National Assembly on the establishment of Hue City as a centrally governed municipality and Resolution 1314 of the Standing Committee of the National Assembly on the reorganization of district- and commune-level administrative units of Hue City for the period 2023–2025.

In his keynote address at the announcement ceremony, Chairman Tran Thanh Man highlighted that during the Eighth Session of the 15th National Assembly, the resolution to establish Hue City as a centrally governed municipality was passed with overwhelming support from National Assembly deputies.

As of January 1, 2025, Hue will become the sixth centrally governed city of Vietnam, alongside Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, and Can Tho. "This milestone is not only a source of pride and a long-standing aspiration of generations of Hue’s leadership and people but also opens a promising new chapter for a region rich in history and culture, a land of exceptional talents," Chairman Tran Thanh Man emphasized.

Hue’s Historical and Cultural Significance

Throughout its history, Hue has held a particularly significant role as a gateway to the East-West Economic Corridor and as one of Vietnam’s major centers for culture, tourism, education, specialized healthcare, and economic growth in the Central Key Economic Region. Hue also plays a pivotal role in national defense and security.

Known for its rich cultural heritage, Hue is the only locality in Vietnam and Southeast Asia to boast eight UNESCO-recognized heritage titles, including its World Heritage Site designation since 1993. This unique distinction forms the foundation for Hue’s status as Vietnam's first "heritage urban" municipality.

Progress and Development

Reflecting on Hue’s journey, Chairman Tran Thanh Man acknowledged the city’s significant efforts and achievements. Hue has developed a sustainable urban model centered on heritage, ecology, and a friendly environment. The city has also emerged as a hub for cultural and tourism activities, multidisciplinary education and training, and specialized healthcare for the region and the nation.

Additionally, substantial progress has been made in preserving and promoting heritage values, fostering economic growth, and improving the material and spiritual well-being of residents. Poverty reduction efforts have been effective, while national defense and security have remained steadfast.

The issuance of Resolution 38/2021/QH15 by the National Assembly, which outlines special mechanisms and policies for Thua Thien Hue’s development, has served as a legal basis for fostering balanced growth that preserves and leverages heritage values while driving socio-economic advancement and ensuring security.

Strategic Orientation

Chairman Tran Thanh Man urged Hue City’s Party Committee and government to devise clear and practical plans to address challenges associated with its new status, including transitioning from a provincial to a centrally governed administrative model with higher urbanization levels. The government must be well-organized, specialized, and professional to operate efficiently and effectively, particularly in urban management, land use, and political security.

Focus areas for development include restructuring the economy with an emphasis on deep growth, prioritizing service industries, developing tourism based on cultural and heritage values, and fostering high-value-added and environmentally friendly industries. Advanced agricultural technologies, sustainable practices, and climate change adaptability will also be prioritized.

Furthermore, the city is encouraged to invest in urban and economic infrastructure, accelerate administrative reforms, and promote a business-friendly environment through digital governance and smart city services.

Vision for the Future

By 2030, Hue aims to become one of Southeast Asia’s premier centers for culture, tourism, and specialized healthcare and one of Vietnam’s leading hubs for science, technology, and multidisciplinary education and training. By 2045, Hue aspires to be a distinctive Asian cultural, educational, tourism, and healthcare center, while retaining its identity as a Festival City.

Hue City’s leadership and citizens are called upon to demonstrate unity, responsibility, and determination to harness the city’s potential and advantages, ensuring sustainable and rapid development.
