Accordingly, promoting the development of digital government, digital economy, building a digital society to improve the quality and efficiency of management and administration activities of the government, production and business activities of enterprises; connecting, providing services, resolving relationships and changing people's ways of life and work; contributing to innovating the leadership and comprehensive command of Party committees and authorities at all levels, changing the working style of cadres and civil servants. Implementing the digital transformation plan in state agencies, gradually perfecting the digital transformation indicators at provincial and district levels on the basis of the contents of Decision No. 922/QD-BTTTT dated May 20, 2022 of the Ministry of Information and Communications approving the Scheme "Determining the set of digital transformation indexes of ministries, ministerial-level agencies, government-attached agencies, provinces and central cities of the country".

With the specific goal of developing digital government: 100% of state agencies in the province connect to broadband network infrastructure on the Government's specialized network to meet the implementation of digital services, ensuring information security. More than 90% of Level 4, online public services are provided across various means of access, including mobile devices. At least 80% of administrative documents are processed completely online, people only have to enter data once. 100% of people and businesses using online public services are identified and validated smoothly and consolidated on all systems at all levels of government. 100% of state administrative agencies at all levels and public service providers implement digitalization to serve the transformation of the digital public model; strive to achieve over 80% of the criteria of digital government improvement. The number of people and businesses satisfied with the settlement of administrative procedures reached over 90%. Specialized agencies: Health, Education and Training, Planning and Investment, Finance, Agriculture and Rural Development, Science and Technology, Tourism... build digital data reaching 60% of the industry's requirements and synchronously agree to create a foundation for digital economy and digital society development. 80% of provincial-level state agencies participate in opening data and providing open data for the development of digital government, digital economy and digital society. 100% of directing, operating and internal management activities of state agencies are carried out on the basis of overall and unified governance. 100% of documents exchanged between state agencies are made in electronic form, digitally signed by specialized digital signatures, except confidential documents as prescribed by law. 100% of work records at the provincial level; district level and 90% of work records at the commune level are processed in the online environment (except for work records in the scope of state secrets). More than 50% of the inspection activities of the State management agency are carried out through the digital environment and the information system of the management agency. 100% of the periodic reporting regime serving the management objectives in Thua Thien Hue province specified in Decision No. 54/2022/QD-UBND dated November 16, 2022 is implemented as required; 95% of the reporting work is carried out on the national reporting information system. 100% of records are created, kept and shared electronically according to regulations. 100% of provincial-level state agencies have a centralized aggregate data analysis and processing platform, with artificial intelligence applications to optimize operations. 100% of cadres, civil servants and employees are trained, fostered and universalized basic digital skills; 50% of cadres, civil servants and employees are trained and fostered in analytical skills, data exploitation and digital technology.

Regarding digital economy development: Striving for 90% of enterprises in sectors and industries to apply information technology in production and business activities and participate in electronic transaction activities in the network environment; The proportion of digital economy reaches 15% of GDP; The proportion of e-commerce in the total retail sales reaches 8%; The percentage of enterprises using electronic contracts reaches 30%; The proportion of small and medium enterprises using digital platforms reaches about 50%; The proportion of digital economy labor force in the labor force reaches 1,5%.

Regarding digital social development: The percentage of the adult population with a smartphone reaches 70%; The percentage of the population aged 15 and over with a payment transaction account at a bank or other authorized organization reaches 50%; The percentage of the adult population with a digital signature or personal electronic signature reaches over 20%; The percentage of working age people with basic digital skills training reaches over 30%; The percentage of households covered by optical fiber broadband Internet reaches 70%; The percentage of people connected to the network is basically over 50%; The percentage of the adult population using online public services reaches over 50%; The percentage of the population with health management (applied to both men and women) reaches 95%; The percentage of the population with electronic medical examination and treatment books reaches 60%; The proportion of muscles higher education institutions, colleges, vocational education complete the model of digital governance, digital activities, standardization of digital data, open digital data warehouse reached 30%; The percentage of educational institutions from primary to high school completed the model of digital governance, digital activities, standardization of digital data, open digital data warehouse reached 50%.
