Hue City, July 1, 2025 – Starting today, Hue City officially launched its two-tier local government model, aligning with the national initiative to streamline administrative processes and enhance public services. On the first day of operation, Standing Vice Chairman of the Hue City People’s Committee, Nguyễn Thanh Bình, conducted inspections at the Public Administrative Service Centers in Thuận Hòa, Phú Xuân, and Vỹ Dạ wards to assess the implementation of this new system.

Seamless Transition to Two-Tier Governance

Effective from July 1, 2025, Hue City, alongside the rest of the country, has adopted the two-tier local government model for public administrative services. With proactive and decisive efforts, the city and its 40 newly reorganized wards and communes are fully equipped with personnel, infrastructure, and technical resources to ensure smooth, secure, and efficient administrative procedures for residents and businesses.

During his visits, Vice Chairman Nguyễn Thanh Bình personally engaged with and encouraged local officials and staff as they began operations under the new model. He commended their diligence and readiness in handling tasks during this transitional phase, reflecting their commitment to serving the public effectively.

Thorough Preparation for a Successful Launch

To prepare for the two-tier governance model, Hue City meticulously followed the Government’s directives. By 10 a.m. on the first day, the city’s network of 40 public administrative service centers had processed 380 administrative applications. The process ran smoothly, adhering to established protocols, with minor technical issues promptly resolved by dedicated technical teams to ensure uninterrupted operations.

Vice Chairman Nguyễn Thanh Bình emphasized that the two-tier government model is a significant national policy aimed at streamlining administrative structures and boosting local governance efficiency. “The operation of the two-tier system must be seamless, effective, and focused on delivering the best services to the people,” he stated. The overarching goal is to ensure that every resident enjoys convenient and high-quality access to public services.
