On April 6th, at the Huong River Theater, the provincial People's Committee solemnly organized the Conference to announce the Planning and Investment Promotion of Thua Thien Hue Province in 2024.
Attending the conference were Prime Minister Pham Minh Chinh; leaders of central agencies, ministries, and localities.
On the provincial side, there were Provincial Party Secretary Le Truong Luu; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Phuong, along with over 500 delegates.
By 2025, Thua Thien Hue will become a centrally-governed municipality
In his opening speech at the conference, Chairman of the Provincial People's Committee Nguyen Van Phuong stated that in recent times, Thua Thien Hue province has focused on implementing important planning with the goal of orienting the province's development for the coming phases.
The planning of Thua Thien Hue province for the period 2021-2023, vision to 2050 (Provincial Planning) and the General Urban Planning of Thua Thien Hue province until 2045, vision to 2065 (General Urban Planning) hold special significance and importance, creating a legal corridor in devising strategies for rapid, comprehensive, and sustainable socio-economic development, creating new development spaces, tapping into resources more effectively, and exploiting the province's potentials, strengths, and comparative advantages; step by step removing bottlenecks, addressing the relationship between economic development and cultural development; between preservation, promotion of traditions and heritage values; between the development of heritage urban areas and the development of centrally-governed municipality.
"This is an opportunity for the province to publicly announce and widely disseminate its planning so that partners, domestic and foreign investors have a comprehensive, in-depth view of the potential, strengths, and development prospects of Thua Thien Hue province as well as continue to contribute, propose, suggest, and assist Thua Thien Hue in future development and for people, businesses to know and implement," emphasized Mr. Phuong.
The conference also heard from the Permanent Deputy Chairman of the Provincial People's Committee Nguyen Thanh Binh promulgate the Decision No. 1745/QD-TTg approving the provincial planning. Accordingly, the scope of the provincial planning boundaries of Thua Thien Hue province includes the territorial part of Thua Thien Hue province with a natural area on land of 4,947.11 km2 and the maritime space determined according to current legal regulations.
By 2025, Thua Thien Hue will become a centrally governed municipality; by 2030, it will be a characteristic heritage urban area of Vietnam; one of the major, distinctive centers in the Southeast Asia region for culture, tourism, in-depth healthcare; one of the major centers of the country in multidisciplinary, high-quality education and training, science and technology; a strong economic center of the country's maritime economy; national defense and security being firmly guaranteed; people's material and spiritual life reaching a high level.
The Prime Minister evaluates the planning in 8 words: "Identity, Intelligence, Adaptation, Green, Clean, Beautiful, Safe, Sustainable"
Looking to 2050, Thua Thien Hue will be a centrally governed municipality with cultural features, heritage, green, Hue identity, intelligence, maritime orientation, adaptation, and sustainability; a major urban center with a high level of economic development nationwide; a Festival city, cultural-tourism, education, science, and technology, and in-depth healthcare center of the country and Asia; a safe, friendly, and happy destination.
Breakthrough development stages include developing the heritage urban system combined with modern, intelligent urban areas based on heritage preservation and promotion; promoting the advantages of coastal urban areas connected to the region's and the country's 4 centers.
They also include accelerating the pace of development and improve the comprehensive, modern economic and social infrastructure system; prioritizing the development of information technology, telecommunications infrastructure, strategic transportation infrastructure, seaports and port services, logistics infrastructure, industrial zones, economic zones, urban infrastructure; developing high-quality human resources; and improving the investment environment.
The plan also highlights sustainable development of the maritime economy, estuarine economy; building Thua Thien Hue into one of the country's strong maritime economic centers.
In addition, it is necessary to promote the important driving role of the Chan May - Lang Co Economic Zone; innovate, enhance efficiency in preserving the Hue Imperial Citadel heritage, effectively transform cultural, historical, and natural resources into growth drivers, develop cultural industry; nurture, promote Hue's human values as the foundation and resource for sustainable development.

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Thua Thien Hue province, along with central agencies, localities, and partners, for coordinating meticulously in preparing the "3 in 1" conference: Announcing the provincial planning, General Urban Planning of Thua Thien Hue, and provincial investment promotion; demonstrating the province's development vision being built systematically, strategically, in the long term, and the special attention of businesses, investors.
Emphasizing some key points, the Prime Minister first spent time analyzing the position, role, and importance of planning work.
Planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in the country's overall development and of each locality in particular. However, in the past, due to the country's conditions, circumstances, history, planning work has not been much done. From the beginning of the XIII Party Congress term until now, this work has been concentrated, vigorously implemented; national planning, regional planning, provincial planning, and urban planning have been accelerated. It is expected that this year, comprehensive, synchronized, overall planning at the central level, sectors, and localities will be completed relatively comprehensively.
According to the Prime Minister, planning plays a leading and guiding role, helping to develop in the right direction rapidly, sustainably, and comprehensively; it helps to efficiently exploit and utilize space: land, water-sea, and underground space. Planning must have breakthrough thinking, strategic vision, comprehensiveness, and coverage; planning must take a step ahead, while ensuring flexibility, systematicity, scientificity, and effectiveness in each step of implementation. If there is good consultancy, there will be good planning, good projects will emerge from good planning, and good investors will participate in implementing effective planning.
The Prime Minister emphasized the need to focus on three important factors regarding the leading ideology in planning work. Firstly, it must always place people at the center, as the subject and source of resources, motivation without sacrificing social equality, progress, environmental protection in exchange for pure growth. Secondly, it should identify resources originating from innovative thinking, motivation stemming from innovation, strength from enterprises, and the people. Thirdly, planning must be in line with the development trends of sectors, fields, regions, countries, and the world.
Regarding the potential and advantages of the province, the Prime Minister emphasized that Thua Thien Hue has a strategically important position, especially as a bridge from the North to the South. "Comprehensive development of Hue is an objective requirement, a strategic choice, and a top priority," the Prime Minister stressed.
Thua Thien Hue has great potential for the development of coastal and lagoon economy with the largest Tam Giang - Cau Hai lagoon system in Southeast Asia.
Thua Thien Hue is a land of geographical significance, humanistic values, and cultural heritage, a historical capital, a world cultural heritage city, with 5 UNESCO-recognized world cultural heritages (including: the Complex of Hue Monuments, Hue Royal Court Music, Nguyen Dynasty Woodblocks, Nguyen Dynasty Administrative Documents, and Poetry on Hue Royal Architecture); particularly, the system of President Ho Chi Minh's memorial relics. According to the Prime Minister, Hue can become a model for cultural industry development.
Thua Thien Hue has a developed education and healthcare system with Hue University, Phu Xuan University, Quoc Hoc High School for the Gifted, and Hue Central Hospital.
In his closing speech at the conference, Provincial Party Secretary Le Truong Luu took note of the Prime Minister's directives and expressed gratitude to the Ministries, departments, and localities for their attention to completing the planning.
Mr. Luu believed that the provincial planning was built with breakthrough thinking, strategic vision based on the potential, and strengths of the province; opening up new development space, new opportunities.
To realize the goals and vision of the planning, Provincial Party Secretary Le Truong Luu stated that immediately after this conference, the province would issue plans, establish specific timelines to implement the planning; party committees, governments, mass organizations at all levels would increase promotion efforts to create high unity in the implementation process. "The province is committed to making every effort to create an equal and favorable investment environment, substantial and effective, quickly turning potential and advantages into concrete results," Mr. Luu said.
Within the framework of the conference, the province issued investment registration certificates, approved investment policy decisions for projects under research and implementation in the province; at the same time, it introduced to enterprises, investors about the priority project list, calling for investment with the desire to attract more strategic investors both domestically and internationally to choose and decide to invest in Thua Thien Hue province.
