HueCIT Wins First Prize at the 15th Huế Technical Innovation Contest 2025 with AI Solution Supporting Digital Government Development

At the Closing and Award Ceremony of the 15th Hue Technical Innovation Contest 2025, held on the evening of November 21, 2025, at Lecture Hall 1, Huế University of Education (University of Huế), the Huế City Information Technology Center (HueCIT) proudly received the First Prize for the project “Applying Artificial Intelligence (AI) to Enhance Document Management and Operational Efficiency in the Two-Level Government Model” by the author team: Lê Vĩnh Chiến, Nguyễn Thị Thanh Thuỷ, Lê Quốc Thịnh, Trần Ngọc Minh, Đỗ Xuân Huyền, and Nguyễn Thị Ghi.

The solution was highly praised by the expert panel for its direct applicability to administrative operations, helping government agencies improve work efficiency in the ongoing process of building a digital government at the local level.

The Hue Technical Innovation Contest is an annual event aimed at promoting scientific and technical research and application in daily life, while recognizing practical initiatives that create real value for socio-economic development. Over the years, the contest has become a prestigious platform attracting a large number of technical staff, scientists, businesses, and citizens. In 2025, the contest received 106 entries across 6 different fields and selected 40 outstanding projects for awards, reflecting the diversity and strong momentum of the innovation movement in Huế.

The HueCIT AI solution was developed to address real-world needs arising from the implementation of the two-level government model, which has significantly increased the volume of documents and tasks. The city’s e-Office system – the core platform serving more than 7,000 officials, civil servants, and public employees – processes an average of over 6,400 documents per day, requiring advanced tools to enhance processing speed and accuracy.

To meet this demand, HueCIT integrated AI technology into the system, optimizing key functions such as:

• Natural language document search
• Automatic content summarization and Q&A
• Intelligent task assignment suggestions based on historical data
• AI-assisted drafting of response documents
• Real-time data extraction and operational analytics
• 

Thanks to its ability to learn from locality-specific data, the AI system provides recommendations that are highly relevant to actual operations, helping agencies reduce processing time and improve advisory quality. According to analytical data, the solution can save more than 117,000 working hours per year on document processing and nearly 589,000 working hours on advisory tasks – equivalent to an economic value of tens of billions of Vietnamese đồng across the entire two-level government system. This is one of the main reasons the project was considered a highlight of this year’s contest.

This latest achievement continues HueCIT’s impressive track record in recent years, following:

• First Prize in 2023 for the “Trade Promotion and Product Sales Support” solution
• Second Prize in 2024 for the “Urban Green Space and Landscape Management System”

All of these award-winning solutions have been practically deployed, contributing to the goal of building a smart city and enhancing service quality for citizens and businesses.

The First Prize-winning AI solution in 2025 is not only a technical achievement but also demonstrates HueCIT’s proactive role in partnering with the city government to fulfill digital transformation tasks. In addition to research and product development, HueCIT regularly organizes training programs on AI and digital transformation for civil servants and public employees, while supporting businesses in Huế and the Central Vietnam region in adopting new technologies. These efforts help establish a solid foundation for agencies and units to systematically and sustainably access modern technology.
