The majority of indicators are on top such as participation at local levels (5.3435 points), transparency (5.8366 points), vertical accountability towards citizens (4.3688), control of corruption in public sector (7.574 points), public service delivery (8.3041 points), etc.
These illustrate the feelings, experience and opinion of residents of the performance of the government in adopting policies, law as well as public service delivery in 2023.
In the past time, Thua Thien Hue focused on adopting measures to enhance PAPI index to bring locals better services, improve transparency and accountability of public units, create opportunity for locals to assess government’s performance, encourage self-assessment, create a healthy competitive environment and learning culture among local authorities.
Thua Thien Hue has comprehensively come up with solutions to improve all eight dimensions. Leaders of State agencies, officers and citizens enhance their accountability to improve PAPI index.
PAPI is a tool which helps citizens monitor local governments’ performance in implementing policies at grass-roots levels. Over the last 15 years, there were 197.779 turns of citizens responding to PAPI index. The eight dimensions measured by PAPI are participation at local levels, transparency in local decision-making, vertical accountability towards citizens, control of corruption in public sector, public administrative procedures, public service delivery, environmental governance and e-governance.
