Planning on preservation, renovation and restoratiation of the Complex of Hue Monuments

On October 11, 2023, the People’s Committee of Thua Thien Hue province held a workshop on the preservation, renovation and restoratiation of Hue Monuments Complex till 2030, vision to 2050. The event aimed to ask for opinions of experts, departments, agencies and localities to complete the planning dossier which will be submitted to the Ministry of Culture, Sport and Tourism and approved by Prime Minister in January 2024. The Deputy Secretary of the provincial Party Committee, Chairman of the People’s Committee of Thua Thien Hue province Nguyen Van Phuong; leaders of departments, agencies, experts and researchers attended the workshop.

This planning is aimed to entirely and sustainably preserve landscape cultural heritages of Hue Monuments Complex as a center for culture and heritages in national, regional and international scope; recover heritage spaces, turn monument complex into the core and main motivation of Hue urban heritage development strategy; educate and maintain national tradition, cultural identity, bring heritage back to the community, connect with community and benefit the community.

The planning project mainly involves researching scope, planning scope, the planning border of Hue Monuments Complex, Hue heritage system, typical features and values of Hue heritages, measures for sustainable conservation, sustainable conservation model which is aimed to actualize vision of Resolution 54-NQ/TW. Hue Monuments Complex consists of 5 functional zones (1) 14 UNESCO-recognized heritages; (2) heritage regeneration and interactive development; (3) Tam Chu Son national park; (4) cultural landscape on the Huong river and branches; (5) reception and services. The final zone bases on available functional and landscape space and combines theme zones such as new development zone, interactive development zone, economic infrastructure, social infrastructure, cultural infrastructure, tourism, traffic infrastructure, technical infrastructure, etc.

At the moment, organizing steps have already been completed while planning options have already been reported. The project is currently on display at 15 Le Loi street, Vinh Ninh ward, Hue city and posted on the portal of Hue Monuments Conservation Center from October 6 to October 31, 2023.

Speaking at the workshop, Chairman Nguyen Van Phuong kindly informed that Thua Thien Hue is now working on three planning projects i.e. 2021-2030 planning, vision to 2050; Thua Thien Hue general urban planning till 2045, vision to 2065; planning on renovating and recovering Hue monument complex till 20230, vision to 2050.

These projects will be approved by Prime Minister on the basis of reaching an agreement with the viewpoint and objectives of the Resolution 54-NQ/TW dated December 10, 2019. Accordingly, Thua Thien Hue is expected to be developed into a centrally managed city which features culture, heritage, ecology, landscape, environmental friendliness and smart operation on the basis of conserving and promoting Hue heritages and cultural identity.

Chairman Nguyen Van Phuong kindly asked delegates to focus on the following points i.e. regional background, natural conditions and heritage status; vision, viewpoint and goal; heritage conservation and sustainable development premises; development forecast and major criteria; zoning planning for protecting, preserving, renovating and recovering monuments; heritage conservation associated with sustainable development and space development orientation; land use frame, economic infrastructure, social infrastructure and technical infrastructure; the orientation for urban development and cultural landscape; the impact and environmental protection measures; monument economy issues and planning measures.

Experts, researchers, leaders of departments, agencies, localities and organizations contributed ideas to complete the planning project; ensured scientific feature, quality, breakthrough and feasibility to sustainably preserve valuable treasures passed down by ancestors.

On October 11 evening, delegates will continue discuss to complete the planning dossier.
